Need graphic equalizer that I can use with my Windows 8.1 Toshiba laptop?

Hey guys, so I'm looking for an equalizer that EQ's the sound of my whole laptop, not only with files (like windows media player/foobar etc.)
 
I tried my best to search for one, but I couldn't find any that works. Do you guys know any good equalizers that work? Your help would be greatly appreciated.

Usually onboard audio systems does have EQ present on its control software ... did you install all the software related to the sound system of your laptop? Latest can be found through Toshiba support pages.
 
There's also EqualizerAPO project on SourceForce http://sourceforge.net/projects/equalizerapo/. EqualizerAPO is a command line systemwide parametric equalizer. If you get this software working in your laptop then there also are many GUI software for to control the filters in realtime. I have done few GUI software for EqualizerAPO which ones you can find from http://jiiteepee.tripod.com/home.html (check also the peakmeter utility which is helpful in controlling the output levels stay below 0dB while adjusting the eq).

I did have a DTS sound equalizer, but that made the music really harsh if I EQ'ed my headphones properly. And I know it's not the fault of the headphones, because when I do the same exact EQ on windows media player, I get a clearer sound.
 
Yes, I do have the latest drivers.

There aren't other "native" choices but the EqualizerAPO for system wide operation. What was the problem when you tried to get it working?
You could try the "old method" where you install a virtual audio cable (Myzenko's VAC, VB-Audio Cable Driver, etc.) driver and then use its I/O channels to route the audio stream go through some VST/ASIO (asio4all driver is needed in your case) compatible software (usually VSTHost is used for this). KVR lists hundreds of EQ VST plug-ins (even freebies) in their plug-in database. Setting it all up --> search here forums for closer info.

the sound was bad probably because you went in positive values for the EQ. some will reduce the digital volume to avoid clipping, others won't.
 APO is probably the best choice. using a virtual cable +VSTs might add some delays to the sound of games/videos, depends on settings and how powerfull your computer is.
I also tried viper4windows (because viper4android is so great). but the EQ itself is really not amazing on the windowzz version, so maybe you'll find that good if you have a use for the other features(surround, convolver...), but only for the EQ you're probably better off with a nice GUI for APO.

I downloaded Equalizer APO again, and I don´t see an option so I can start the program? I also downloaded EQ APO-GUI, but if I try to start that program up, it says that it doesn't work?

If you installed the EqualizerAPO by running the installer you downloade then you get a .DLL component installed which is then loaded automatically while starting the Windows (no .exe to run).
You should read the instructions from EqualizerAPO Wiki. 
 
Which GUI software did you download/try? If it was one of those I have done then what was the exact message you got? Did you install the needed MS bundles as suggested:
Microsoft .NET Framework 4.5 or newer - http://www.microsoft.com/fi-fi/download/details.aspx?id=30653
Visual C++ Redisttributable Packages for Visual Studio 2013 - http://www.microsoft.com/en-us/download/details.aspx?id=40784

and .NET Framework 4.0 http://www.microsoft.com/en-us/download/details.aspx?id=17851.

To test if EqualizerAPO works, put some music playing in WMP, open the config.txt (located at C:\Program Files\EqualizerAPO\config\ -foder) with notepad, edit the Preamp: command (try Preamp: -40 dB) and then save the file. If EqAPO works correctly then the output level should drop -40dB immediately after you saved the file (you can hear this drop well). What those my GUI software does is just updating that same config.txt file in realtime operation so it's much easier to find the suitable EQ curve for your needs.

  you can also try a "new method" with the last Voicemeeter (called "Banana")! It provides 6 cells Full Parametric EQ on every BUS (up to 8channels per BUS). Voicemeeter is also a virtual audio device working as a virtual audio mixer for windows...

That's a nice system you've developed! Just add native VST (or/and DX) support so one don't have to play with routings ...!

Thanks, Voicemeeter Banana also provides a virtual insert scheme trough a third virtual ASIO device called "Voicemeeter Insert" allowing to use an ASIO Host (e.g. Minihost Modular) to manage plug-ins chain on every pre-fader input channel of Voicemeeter...
