It is a play on the silliness of stringing endless acronyms together. One wonders if even the person who produced said acronym pile knows what it means.

As for the '!!!!11!1' thing, this is a reflection of hastiness and being perhaps a little overzealous. As exclamation points are added for emphasis, the shift key is lifted a little early, and a bunch of 1's pop out.

The 'one' I appended is my attempt to further mock such |33t |-|4x0r-style musings.
