iPhone in airplane mode still subject to charges in Europe?

Hello all. I am traveling for the next few weeks and would like to use my iphone to access the internet via wifi. If I put the phone in airplane mode am I still subject to the huge charges that some users reported when the phone first came out?

Airplane mode disables Wi-Fi. Go into your settings and disable data roaming.

In March, I was in Ireland. I had data roaming turned off and I kept it in Airplane Mode until I got to a Wi-Fi hotspot, where I would turn it off. Worked great and I had zero additional charges. In a way, I'm glad I didn't have much Internet access. There were too many things to see, places to go and stuff to drink.
