Well - with respect to the Topping at least, using a hub did the trick.  Humorously, my sound is up and running through the hub built into my dell monitor.  Sort of the opposite end of the spectrum from using a vaunix, but hey, no complaints about the sound so far. 
 
I'd still appreciate any suggestions you guys have as far as good budget hubs go though.

Further update - ipad4 -> lightning cck -> jds odac = insufficient power error.  Will try sometime soon with a hub.  
 
As an aside, has apple ever offered any coherent explanation for reducing the permitted current draw from 100ma to 20ma?  I'd like to think that this wasn't just a short sighted attempt to force people to buy high capacity ipads rather than putting their movies on usb drives?

A semi-related question for you all, how would the sound quality from an iPad Mini's 3.5mm jack differ from using it's lightning jack and a lightning to 30 pin converter Like This to a 30 pin to RCA Like This ?
 
Would the sound quality from the lightning/30pin/rca output sound better than a 3.5 with an rca adapter?  Thanks, I hope I made sense!  :)

It isn't 20mA, and i doubt it was ever 20mA.  the Pico DAC draws 100mA (about 97mA to be precise) and it works with the CCK.
 
What it will NOT work with is devices that enumerate as requiring 500mA, even when they are actually drawing far less than this.  I know of one that doesn't work (it draws about 25mA from the USB port) but it doesn't work with the CCK because it enumerates as a 500mA device.  an ODAC would be the same way because the Tenor TE7022 chip is 500mA unless you change the descriptors.  you could hook these up to a battery and they still wont work.  not sure if a powered USB 2.0 hub will change things but it's worth a try.

Justin - thanks for the explanation regarding enumeration vs actual draw! My comment about apple's software "nerf" to 20ma was based on several articles and forum threads I read about the 30 pin version of the CCK, and I assumed the same constraint had been carried over to the lightning version. There was quite an outcry when an iOS update suddenly killed users' ability to use USB keyboards and most flash drives with their iPads. In any event, the good news is that the odac does work perfectly with my ipad4 when passed through the hub in my monitor. I also tested my blue circle USB "thingee" -> Keces 131, and the hub does the trick here as well. Now I just need to research and select a decent small hub for bedside use.

Good thing I found this thread before I dropped $30 on the connection kit. I only own the Fiio E17, damn shame it won't work. Although, has anyone tried it with the E17 docked into the E09k?

Ipad 4 -> cck -> Targus unpowered 4 port USB hub (cheap unpowered Walmart hub) -> e9k with e17 docked and USB charge on = works!
Ipad 4 -> cck -> Targus hub -> e17 by itself (USB charge on and off) = no dice
Ipad 4 -> cck -> e9k with e17 docked (USB charge on and off) = no dice

I got it to work with a powered hub, interesting that an unpowered one would work even, just not directly plugged into the cck...
