How do you know when you need an amp?

I'm using the DT770 pros 250ohms version plugged directly to my PC and I'm able to get more than enough volume for listening but a lot of people say the DT770 pros really need an amp to work.

Enough volume is not an indication of quality.
 
You can get the headphone to loud enough out of some sources, but whether the signal is stable and clean at that volume out of that source is another matter.
 
That's why people splurge a lot on amplifiers that are powerful/clean/stable. It's not so much about volume.

A PAV2V (Pocket Amplifier 2 Version 2) sell for around $60 on eBay.
Maybe get a Asus Xonar DG sound card, $26.49 and there is a $10 mail in rebate this month.
Plug the PAV2V into the Xonar DG.
