How audio is stored in MPG files ?

Does anyone know how mpeg audio (e.g. layer 2 streams) is stored in mpeg1 video files ?
I wanted to write a program that can extract audio from mpg files and have got some problems with it ... I found out that audio frames are usually stored in groups of 9-10 or 14-15 (depending on bitrate ?). And the last frame in the group is decoded as noise (when extracted to file) by Lame --decode (or standart windows decoder) most of the time ! So my question is: what is wrong with those "last" audio frames ?
