Anybody knows a cheap (<150 USD) headphone amplifier with usb dac? Portability is not important.

I'm in the same boat and I think you should wait for the Fiio E10. It's due this month, and it's supposed to offer affordability at $90. It's going to be similar to the Nuforce udac-2.

Will the Fiio E10 have enought power for any headphone - even if it is only USB power?

All are good options with pros and cons.

The uDAC2 is truly excellent for the price.  It features both IEM-out 3.5mm and RCA out.
