So what products offers this?
Looking for the cheapest possible as I'm only going to use the Dolby Headphone for transport reasons for gaming as I want to transport out the DSP. AFAIK, Dolby Headphone can only be used out of the headphone out.
 
That or if there's a program / plugin in which I can use Foobar2000 to play gaming / operating system sounds, that'll be good too.

Dolby headphone is available in many DVD player software for decoding 5.1 AC3.
But it requires license fee to dolby labs so unlikely you'll find plugin for foobar.
I don't think you can make games to user foobar to process sound in the first place.
Games interface with device driver through API.
Or someone knows something I don't know?
To use with games, Xonar is only that can apply dolby HP through driver level.
