Best surface mount resistors for stepped attenuator?

Does anyone have recommendations for surface mount resistors for stepped attenuators?

All this recent talk about pots and attenuators got me thinking again. I want an inexpensive, practical stepped attenuator design for portable use in cases too small for the Alps Blue.

I'd like to make a 25 step "volume, trim" stepped attenuator using these parts or similar (the drawing shows the switches positioned in the 24x70mm space inside a Hammond 1455J12 case):

I know these switches are non-shorting, and I'm trying to take that into account in my circuit. I can't find shorting versions this small in stock anywhere. (4 DPDT switches for a 16 step binary attenuator would take up more space than this.)
