I’m looking for a simple utility that can convert mp3 or similar audio files to GSM. We’re using GSM for some voice recordings in some of our telecommunication equipment. We want to record messages in MP3 or something more common then convert the files to GSM.

Do you mean AMR? If so, AMR is really only designed for voice and the music would sound like it came out of a washing machine.
