This looks like a converter for a 3 pin to 2 pin plug, but anyone know what the green cable sticking out of the plug here is for?

Yes, The green cable is the ground cable. It's supposed to be attached under the screw that holds the wall plate on the outlet.

Yup, I used those once because my dorm didn't have 3 prong outlets.
