You can with the S3. For the S3, you can output via the micro usb port as long as you get a otg cable that allows for charging as well. I picked one up from amazon myself, http://www.amazon.com/gp/product/B009YPYORM/ref=oh_details_o02_s01_i00, I don't own an E7 but I think it can be used while it's charging but don't quote me on that. 
 
I'm currently running ATT S3 > Ele Dac > speakers/headphones and it works rather nicely.
