Lets assume if you have Fiio E10k(dac) and E11k(amp). Would you opt out E11k for Schiit Magni2(amp)  or opt out E10k for Modi2(dac) for HD650?
Took the assumption because from what I've read they all similar in term of price and spec.
I live in Asia, Importing Schiit's Stuff will costs me additional 20% in tax

I would go with the Magni2 amp over the Modi2 since you already have a DAC.  Do you get still get taxed buying from Asian companies?  Since you live in Asia what about other gear like AudioGD, Teac, Hifiman or Questyle since they are based in Asia?

Assuming you're going to purchase an amp only once, or at least keep it for a long period of time, you should buy the most amp you can afford, not the least. If you're a fan of Schiit equipment, I would recommend the Asgard 2.  I'm personally biased as I have had an Asgard 2 for two years and I smile every time I listen to it.  Go to the Schiit website and read the reviews for both, and I can truly say that you will have no regrets (IMHO)

Get a Magni 2, the E11K might not be powerful enough to drive a HD650 properly looking at FiiO's specs for it.        
In my opinion, going from an E10K to a Modi2 will reap marginal benefits.

I don't know why people so much love that horrible amp(E11k) though I had the E11 version, never liked that muddy bloated sound. 
 
Btw, Centrance slim does a better job than Fulla 2 IMO @Aidanm77

Yes, they will but with SS amps I don't feel these as good as they are touted. 
I've had a few ss amps & they really didn't do them justice. The carbon balanced was decent. Lots of folks like the jot balanced. Bw2 is the best ss amp I've heard them on. Toobs is the way to go.

I wouldn't say lacking, just not as full and controlled is the way I would describe it.  Easiest way to notice this is using an amp that you can change the output resistance/impedance with like a Project Ember.  There are some SS amps that will drive the HD-650 quite well and there are tube amps that actually make the HD-650 too warm and muddy so its not a cut and dry answer on either tubes or SS amps.

Whether it is headphones, amps or DAC's and everything else in this hobby it all comes down to personal preference...
