Which earphones (IEM) under $30 has most noise isolation, comfort and neutral sound signature?

By neutral, I mean that lows, mids and highs are as equal or balanced as possible. Especially, I don't want too much bass.
 
Also, it should be able to isolate noise somewhat and be comfortable to wear for a long time.

For that price you are best looking at some o the budget Asian brands. They offer far better sound in terms of price to performance than big brands. Check out the Knowledge Zenith thread.
 
The KZ ATR is very balanced, very detailed and has quality bass without being boomy or dominating. In my opinion they rival HiFiMan re-400 and Havi B3 Pro 1 for detail and balance.
 
Don't think cheap means rubbish. i have plenty sets that can compete sound wise with much more expensive sets.

ATR is good but will never ever come any close to the Havi. An earphone that does come close to the Havi is the Vivo XE800, which even leaves some room for a KZ ATR besides it.
