Does the system matter when usb external dac is hooked up. Say is there sound quality difference between a computer, an Android phone and a hi-res player both connect to the same dac usb.

Do you mean does the device (source) matter?
 
If you mean if the same audio music file is played on each of the devices (computer, phone, DAP) and the same model of a USB DAC/amp is connected to each of the devices, will the music file sound the same?
In general yes.
But..... between the computer or the android phone, one of them might come with a better program for playing music audio files, maybe offering some minor improvement in audio quality.

So say if I have a fiio x7 and a usb DAC that gives better sound quality than fiio x7, the usb DAC with fiio x7 would result in the same sound as the usb DAC with whatever phones or computers? Right?

Yes.
In general sound quality will be the same no matter what source you use with that USB/DAC
