Software for Windows to diff two tracks in different bit-rates

I'm looking for free software that can get the difference between two tracks. I'm looking for software that can handle different bit rates. I'd like to be able to diff 16/44.1 with 24/XXX. Free would be best. I'm running Widows 10. I do have access to Adobe Audition CS6 is that will do it. Thanks.

There's no logical way to take the difference of audio tracks at different sample rates. Resample the lower sample rate track up to the sample rate of the other track and then subtract one from the other. Any audio editing software should be able to do these things.
 
A resampler's anti-aliasing filter could affect phase or add a delay, so use one with a linear phase filter if possible, and manually check the track's alignment before you subtract it.
