Does the E17/18 work with iPhone 4s+Alpha Dogs?

I was wondering if they work together now or if the DAC still doesnt work with iDevices(no methods). And if not, I wouldnt mind getting a Galaxy 5 but I was also wondering which one would power the ADs and overall "better".

With iPhone 4s you can get an adapter that lets you use line out. So all you need is a headphone amp, not a DAC, too. E11 is comparable to the E17 in that regard. E12 to the E18.

So if I were to use my iPhone, it would be better to get the E11/12 + L9, right? Since the E17/18's DAC wont work even with the L9, right? But what if I were to get the Galaxy 5? What would I have to get?

Exactly. No need for DAC with your iPhone.

I don't know about the S5. You'll have to research and see how well the USB audio out works and with which DAC/headphone amp. E17's Android compability has traditionally been very poor. When it works, it tends to work only with USB Audio Recorder Pro app instead of your choice of media player. That's why FiiO has labeled E18 with Android in the product name because they have overcome the E17's limitations.

Buysonic has the E18 on sale right now (must register to see their product pages). Buysonic is the flash sale site for Sonic Electronix, which is a very popular (and good) vendor in car audio. Might be better just to get it and then you have the DAC capability should you upgrade your phone.

The other option, which I prefer, is to get an audiophile grade DAP. FiiO X3 and iBasso DX50 are both excellent and run $199 on Amazon. They take micro SD cards, so you can expand the storage very easily. I prefer the DAP because I don't want to run down my phone battery (I have a Galaxy Note 2).
