Why doesn't my Modi disable volume control from my windows 7 PC?

Does this mean that the volume control in windows (and also in winamp) are purely in the digital domain?  Does that imply that I'm losing fidelity on the digital signal going to the Modi if I turn either of these volumes down?

It does not disable the volume. You're "switching" the sound card and the volume is different from one "card" to another. It doesn't imply anything.
 
Some users suggest to leave the PC volume at max to make it work as a pre-amp but I never heard concrete differences.

So is my pc sending a complete signal to the Modi, which includes instructions for what volume level the Modi should output at?  I was under the impression that the Modi did not allow any kind of volume control and it just put out a line level signal.

It seems to depend on what dac is used. My Hifimediy dac does not disable Windows 8 volume control, however the Headstage dac cable and the HM602 both do...
Therefore, psychologically, the latter two obviously sound better by a factor of night and day
