Yes it is. Check the threads on Venturecraft DD Sockets and you'll see some good references to them. Don't worry about the need for local address. Click the part about forwarding etc and you'll be able to buy as per normal.

be extra careful and pay using paypal, as there are many horror stories of rakuten stealing info and such

Last month I bought a new Venturecraft DD Sockets for USD150, normal price around USD350. All because there is apparently a dent in the casing but even with a magnifying glass I can't find it. Shipped from Japan to Singapore in 4 days.
Rakuten is not in itself a webstore, but more like a shopping portal like Yahoo Shopping where different webstores all come together in one place. Obviously there will be good and bad seller in such a place.
