All lossless codecs have the same sound quality, since they are 100% replicas of the original source. However, ozarkcdn was talking about lossy codecs, which aim for transparency (i.e., the same subjective sound quality as lossless codecs), but different lossy codecs achieve transparency at different quality settings / bitrates, and the point at which they achieve that varies from one person to another (you have to test them yourself).
