i got the little dot mk iii and powertubes and some bassier tubes from russia i believe. i am very happy ;)

What source(s) are you plugging into?

For the HD650 a OTL tube amp is the best in my experience.

Little Dot is just fine for your budget.

You could also check out the Elekit TU882. Skylab reviewed it here: http://www.head-fi.org/t/434829/review-elekit-tu882-tube-headphone-amp-kit-and-assembled

 

He really liked how it drove the DT880. I currently use mine with the HD600, and love it. You can order it as a kit (easy to assemble) or completed.
