Do you know what's the best dac that has xlr outputs and is around $200. I'll be using these with active speakers that have xlr out.

The least expensive USB DAC with XLR out is probably the M-Matrix Mini-I at about $330. Check out this thread.

Never mind about the usb. I can just use toslink instead. Is there any dacs that come to mind that utilize toslink, have xlr out and are around $200.

No. Once again, the least expensive XLR-out DAC seems to be the Matrix Mini-I.

It's the cheapest I've seen with XLR outs, plus you get a ton of ins and a few nice things like remote control and what not.

IIRC, you'd need adapter cables, but the Emu 0404 USB has balanced outs.
