Why the need for the higher sampling rate or some of the other stuff?  Will SACD stuff basically get dropped into a lower sampling and obviously sound like a lower end version of it?
 
I was going to recommend the Oritek OMZ Pre/Dac, but it is at 24/96...oh, and it sounds incredible...even with a built in headphone amp that I have not tried, but is supposed to have good sound up to a certain volume and per headphone efficiency level of course.
 
I have used the passive designs, but the pre/dac is well into many other leagues and IMHO, comparable with the very finest pre/dac's out there, cost no option.
