Saw that on a humour website and thought it would be pretty cool if it worked properly without giving you massive amounts of noise. Since good microphones are generally expensive, I doubt it would actually work but a well implemented one may be quite fun to use. Of course all noise would be amplified but the concept is pretty fun.
On a slightly more serious note, if they could make a proper one of those it would be useful to people who are actually hearing impaired.
