IEM under $60?

Don't go there (V-Moda). Under $60, my personal likes are the Apple In-Ear dual drivers via ebay for $30, the UE Metro.Fi 200v, which were $25 on Amazon. Some favor the NuForce NE-7M, which are $50 (I sold mine, but they were too bassy for my preferences), and there are a ton of Chinese-made phones (see ClieOS reviews for details on them) around $60 or under (SoundMagic is one of them). If you like ear buds, the Yuin PK3s are great, but only if you like Buds.

This type of thread has been discussed at length.. do some research or be more specific. There are no distinct best IEMs (though I am partial to the ADDIEM at present) as the lower-end market is supersaturated, and moreover it is very difficult to offer any helpful advice when you haven't given us any clues as to what you are looking for in terms of sound signature and other relevant details.

Seriously. Fiding the answer is this easy. Either ask something more specific that has not been answered 13,435 times or use the search function (or google).

Why post the same question across two threads in the same forum?

The NE-8 have no bass. At all. The fit, detail, soundstage, are all good for the price but they just don't seem capable of producing bass, and I am not a basshead by any means. Ety Er6i with olives are plenty for me.
