Foobar "fizzles out" when downloading files

Whenever I download a file (or load pictures on a website) the file playing in Foobar "fizzles" per se. Its difficult to describe exactly what its doing in one word, but it sounds like strong static, but its more like "cutting out" very quickly, repeatedly. It starts when the file downloads, and stops when the file is done. This is very, very strange. I'd like to attribute it to disk usage, but it occurs even when I am playing a CD. Now, this occurance is new, it just started maybe 2 days ago. Its just so weird because I fail to see any correlation between downloading and Foobar playback. Any other disk activity does not cause this.

Are you using an onboard? When I used onboard sound I could even pick-up my mouse movements :sick:
My dad, also using onboard can even pick up static coming from opening and closing the fridge
