There are lots of in-ear hearing protection products that claim to attenuate the sound pressure level whilst preserving frequency response (for use at music venues, live music, drum practice...etc...), but are there any over-ear solutions that do the same?

Not everyone can tolerate in-ear devices, which is why I'm asking...

The most isolating closed back headphones I've used are the HyperX Cloud Orbit planar magnetic made for them by Audeze. The memory foam fits so well after 5 minutes it blocks noise better than some active noise cancelling. They're not in production, but can be found on eBay and usually around $125. They sound really good with the default or flat built in eq setting on stereo or high def mode.

Or are there any acive noise-cancelling headphones with a pass-through feature that attenuates the decibel level but preserves the overall frequency response of the outside world?
