700 db??? I think the theoretical limit for sustained sound is something like 192 or 194 dB, which is directly related to the atmospheric pressure (since sound is a pressure wave of compression/decompression, so the upper limit is defined by how high you can compress before the decompress portion of the wave hits absolute vacuum). You'd literally need a heavier atmosphere to go any higher, or explosives to create the pressure burst.
