Would a digital-to-digital-converter disable PC's volume adjust?

I'm planning to get an USB to optical/coaxial-converter. The thing is that I'm not able to get my amp to useable levels unless I reduce the volume from my PC by 50% first. Now I started thinking if the converter affects this somehow? Any thoughts? Basicly it only re-clocks and possibly upsamples the signal from the USB, but just wondering...

I've just bought a Hiface Two. In Linux I am able to reduce volume on the PC. Not sure every DDC works like this though.
