I'm using Foobar 2000 and LAME 3.97. I've downloaded the June 20 version of LAME 3.98b3, what do I need to do to begin using this newer version?

Go to that lamedrop link above you; the second uses the beta encoder. It's a great interface, you just drag and drop files/folders and it encodes them. There's also an ogg version.

Thanks. I have the "drop files here" lame box open with a specified output directory. I put a CD in my drive and drug a song into the box but nothing seemed to happen. Is there a guide to this thing somewhere?

I thought he was asking which program we use to rip or convert. Like EAC or Easy CD-DA Extractor ...

CDEX is a great, easy to use program. I've since moved on to ripping to FLAC using EAC so I have a nice lossless copy, then transcoding to MP3 using Foobar (Lame 3.97 v -1). Its a little more work, but I'm very happy with the end results.
