What's a good External TV Tuner?

Hey guys, I'm looking for a good TV Tuner for my computer. It's an IBM Laptop so I cant use the traditional PCI ones. I'm looking for PCMCIA or USB. Either one is good as long as the tuner is good! My budget is about $100 or so. I'm not really looking for HD but it is a plus I guess. I will mainly watch SDTV and will want PVR features (kind of like a TiVo). Any recommendations?

Which one was it and do you know why it did not work?

SDTV is going dark in about a year, except for cable and satellite, so going for HD may be in your best interests.

It was an HP Express Card HDTV Tuner for Windows Vista

My laptop didnt have a Express Card Slot :p
