I mean this in a scientific sense, not what music makes you personally. Anyone know? It happens to me with some music and almost always when I get my hair cut.

Wallijohn is right. Your neck wants to raise the hairs on your neck when you sense danger, but since you have no hairs there it just feels like a 'tingling'. Actually, that's why we get goosebumps too. Our skin tries to raise our fur when it's cold, but since we have no fur all we see is bumps.

Neck hairs are our vestigial hackles. When I was on the job, I came to have a sense and smell for goblins and came to refer refer to them as "customers". "Customers" raise my hackles.

Hrm... so if "neck hairs stand up because of perceived fear" then why do they also do so in response to profound emotional movement? Music, seeing a loved one, etc have been citing as causing a tingling sensation similar to that of the one cause by fear/danger.
