What is upsampling?

BoardC3, the lack of upsampling means that the receiver won't bastardize the incoming digital audio signal by upsampling using an often craptacular alogarithm. In other words, if the incoming digital signal is 16 bits with a 48kHz sampling rate to begin with, the signal will remain 16 bits at 48kHz within the digital portion of the receiver.

Are you suggesting that its very likely that the DACs on this receiver are junk? or saying that they easily could have been by adding a bad upsampling system?

Nope, 24/192 on a digital receiver simply means that the receiver is capable of receiving 24-bit, 192kHz digital audio, and it doesn't get bastardized any further (unless you want to bastardize the digital signal further) before the digital signal reaches a DAC.

As for 24/192 upsampling DACs, it means that the DAC has the ability to upsample lower-bitrate digital audio to its maximum 24-bit/192kHz rating. But you can choose not to upsample if you wish.

And BTW, the digital upsampling alogarithms used in mid-fi and audiophile receivers are far superior to those found in most computer soundcards.

board,
there was also a thread on your question here a while back. It got kinda technical, but it helped me.
