It really wouldn't hurt McAfee, Norton etc if their employees were rouge hackers and crackers at night, creating a 'need' for the products they have at work.

Does anyone know of a governing body who monitors software companies to make sure that, for example, VIRUS software developers are not doping the market with viruses in order to create demand?

If you followed logic correctly, if someone made a successful method of breaching defenses, and told the virus/firewall protection software makers about it, they could easily implement something in their programs to counter it, as an update. So having hackers break through, and inform the company about it will only strengthen their software.

Doesn't matter, even if the protection software companies don't hack or create viruses themselves, others will, so it is simply a waste to monitor such things.
