On the USPS customs form 2976-A there;s a space for 'List of Contents' with a corresponding 'Value' column. There's also a box for 'Insured Amount' below.Does anyone know whether these two figures have to be the same?If you put,say $600 for insured amount any only ,say $100 for value if the item was damaged or got lost could you still claim on the inured amount?

FWIK, They don't have to be the same. The customs form and an insurance claim are two different things. A claim would be made with your insurance receipt, the customs form should not come into play.

I think you'd be hard pressed to get the insured amount of US$600 if you did it that way. I would make sure that the insured amount is the same as the value (or less, if you don't want to pay as much insurance, but then you're gambling, because then the max you will get is what you insured it for, rather than the full value).
