Can you recommend me a music store with used or special price music on CD ? except on ebay or amazon of course ?

Discogs maybe? Not a store though and I haven't used it.

Most are on ebay and amazon to broaden their market so finding one that's not and ships worldwide would not be easy. Ebay has a rating system for the condition of the CDs and has a feedback for both sellers and buyers.
 
Also how would you pay for it. That's the convenience of paypal with a shipping address in the account.

There are a lot of small shops that list on ebay and Amazon but also have their own storefronts (both brick and mortar and online) and do ship internationally.
 
What country are you in and what type of stuff are you looking for? I'll make some recommendations once I know that info.

I use Discogs Marketplace a lot - I find a lot more of the stuff I'm looking for there and usually at a better price than either eBay or Amazon. The really good thing about it is that you can find a specific release, identified by catalogue number, more accurately than either of the other two sites where bulk sellers tend to use (often inaccurate) boilerplates for the item information.
