UE-10/IEM's

I'm shopping for a new pair for portable use, preferably noise-canceling and closed.

I'll use it in the library (I will also occasionally fly with it) with my laptop or ipod. I would like:

1. Some level of noise canceling
2. Little or none leak of sound so I won't disturb others close by

Does a portable amp make a difference at all with IEM's like, say, the UE-10? I was actually under the impression portable amps are for those who want to use their HD-650, K-701, DT-880 for portable use.

Denon D2000 and some Audio_Technica cans are good. I think portable AMPs makes difference in overall sound quality like clarity, bass and soundstage. It can use with both(fullsize headphones and IEMs)and it's makes difference
