the goats have a genetic disorder that causes their muscles to lock up when they are startled.
I did some more research on them, and they were actually used as baits for sheep herders. They would be taken along with the sheep and if a wolf would attack, the goats would freeze and the sheeps get away.
They are also smaller then normal goats. I dont know why they act the way they do. If guess they'd be easy pickin's in the wild.

Isn't it slightly cruel to continue breeding a genetically faulted and disabled creature, knowing the offspring will be the same way?

Perhaps a bit... But is it any more cruel than breeding and engineering animals until they are more or less immoble meat carriers? Probably not.
