Hi , i want to buy a new IEMs , so what is the best ones with 100 $ , i listen to electronic music , hip-hop , pop ect
 
The HIFIMAN RE-400 is a the best solution ?

Genres are helpful, but stating sound/sig preferences, preferences in terms of comfort, isolation, and build, not to mention availability/access to other IEMs that you may or may not be open to, would be immensely more helpful for us so that we can narrow something down easier.

Well the RE400 is a good all rounder, but it is not going to wow you at first listen

I believe the Shure SE215, Fischer Consonance or UE400/UE500 (they are the same) would be good options too

I want details and clarity in the sound , i listen to Psytrance , Electro , Dubstep, the bass is not a problem for , but i don't want to have a bad bass in the sound , for who try the RE-400 , it sound great in electronic music ?

The Turbine, Sony EX600, JVC FXD80 are great for these genres music and they are quite detailed without being bassy(only Turbine having very punchier bass but it still detailed). BTW if you can find Klipsch Image X5, UE TF10Pro for that price and they are amazing sounding, both offers punchy bass but overall balanced and very detailed soundquality.
