hey mandea, i'm not sure what you mean by an adapter but you just need the wire that plugs in to the power supply (the top left in the picture above) terminated for the outlets you have in romania. you probably have some lying around from a digital camera, computer, hard drive, etc. it should plug straight into the power supply.

Ok, easier question is what kind of efficiency are you looking for in a speaker for an amp like this?

From my limited experience, you don't need particularly efficient speakers to unleash the T-amp. My current speakers (vintage Advents) are notoriously inefficient, yet I can easily turn the volume up to very uncomfortable levels without any apparent clipping.
I suspect that you would want efficient speakers if your power supply is weak (below 2amps?) or unregulated.
