Or paranoia?

Here's what I have seen now twice, from the same seller.

I put in a big for an item (NOS Mullard tubes in both cases) - I bid first, and met the asking bid (£20 in both cases). No bids are seen for the next 10 days. Then 5 seconds before the item sells, a new bidder wins.
Ok - so I was sniped at the last minute, big deal.
But then I get a 'second chance offer' at my max bid - which was higher than the starting bid.
So I check the winning bidder - ebay account for 3-4 years, 25 feedback, and last 30 days every bid (1 only in all cases) all in the last hour, all for valves/tubes - about 15 bids in total.
Is this a scam to find out how much I was prepared to pay? and the 'second bidder' is a fake....

It sounds like he's unhappy with the bid price and is trying to get you to pay more. I'd steer clear.

What is bizarre is that if he's not happy about what is being bid, why doesn't he just increase the asking bid?

I'm sure there are folks who think otherwise, but I agree with you. I ignore any and all second chance offers.
