Static/hissing and Amp?

I'm using the FII0 E5. I turn the volume down on the amp until the hissing stops and just turn the volume up on the source. But lowering the volume on the amp doesn't make any more louder than If I just use my audio source without amp. Is the hissing a common in headphones when turn up loud or get different amp? Cmoy maybe the one in Altoid tins? thanks

You should run your source at full volume or close to it. Then control the volume on the amp.

Some amps do hiss when turned up all the way. That probably just means your source is putting out significantly less than a line-level signal and you have to compensate by turning the amp up extremely high.
