If you're looking for just a line out (i.e. to speakers, or bring your own headphone amp), the M-Audio Audiophile does the job very well for only about $120.

I doubt the sound card with the best analog out costs less than $200 so you are out of luck. If you want something that is the best under $200 that is probably the EMU 1212m.

Its line outs and ins have the same components as the 1212m. So: the same. I have it and it is an excellent card if you make use of its capabilities.
