I have 2 amps and 1 DAC. I have two pairs of headphones. I want to simultaneously get audio from the DAC to play from the two amps. If I use a y splitter will the signal be strong enough to get decent audio out of each amp? Thanks in advance.

The signal won't be reduced at all. Each amp will receive the full signal as if the Y splitter and other amp wasn't even there.
