Curious if it's possible to use a USB Female to AUX 3.5mm Male cable to matrix the Encore mDSD with my Chromecast Audio puck. TIA.

The Chromecast puck does not have a usb interface; that port is only used for power.
 
The audio/toslink port is output only. I'm really not sure how you were thinking to hook things up.

I buy Encore mDSD and I very satisfied. I use YUIN PK2 and very like sound quality!
I review market and found this product best of my choice (ultra portable, full DSD support and price).

I say thank you for people of Encore company and Jason Lim for this product!

About power consumption. I tested my device and it show ~170ma on Motorola Droid Turbo 2, Lenovo P770 and directly plugin in USB charger. 170ma-180ma show on mp3, FLAC and DSD64(DoP) formats with or without headphones (YUIN PK2, 16 Ohm)

Would adding an external amp after the output of the mDSD and before the IEMs serve any benefit?

The mDSD already has modest amping capabilities. Adding another amp will be purely for power or sonic characteristics. Whether or not there is a "benefit" is dependent on what you're adding afterwards.

You mean high or low impedance headphones / IEMs?

I'm afraid 80 mW isn't enough to drive some IEMs / earbuds which is why I'm asking.

I don't think you realize how much power that is for an iem... take something like the Shure SE215 which has a sensitivity of 107dB/mW. You're already at painfully loud levels with a single mW. Maxing it out will actually put you at risk for hearing damage.
