Receiver Suggestions

Due to a recent living arrangement change, I need a new receiver and floor speakers. I also need such items on a budget. I am not looking for high-end stuff for this setup, just something for movies, TV, and occasional background music (for real listening, I use my head-fi).

-I don't need a ton of power, rarely will it get turned up loud.
-It needs to switch HD signals (component and HDMI) and upconvert composite signals (such that all my video sources get pushed through a single HD out to the monitor).
-It need not be more than 5.1, I kind of think more than that is over-kill and I don't have the extra speakers anyway.
-It should be as inexpensive as possible, $300 - $500 (added features are less important than durability/quality).

Also looking for floor speakers to run as main L/R at less than $500 a pair. Same audio qualifications as above.
