I was looking at the PCDP online manuals at Panasonic's website. On the majority of players, the heaphone out spec is listed as 9mw + 9mw/ at 16ohms (adjustable)
I'm confused, I have a Sony D-E551 listed at 15mw at 16ohms, and many Aiwa's listed at 12mW at 16ohms, yet all the Panasonic's I own, listed at 9mW at ohms are noticeably louder. Does "adjustable" refer to the PCDP putting out 9mW at different ohms, dependent upon the headphone's impedance? If that were the case, would the modern Panasonic's, listed at 8mW, and some at 6mW, still be louder the Sony and Aiwa's?

I think that "adjustable" is Pansonics way of telling you that since voltage is a function of impedance, you probably won't get 9mV if your is something other than 16ohms.

Sure because current through a driver is a better indication of loudness than voltage (though one is dependent on the other).
