Program to Control Bass/Treble?

I'm currently using the built-in audio on motherboard. I would like to switch back to my Chaintech AV-710 however, the drivers lack bass/treble controls.

Is there a program which can change bass/treble for all audio in Windows? Otherwise I'll have to stick with my nforce audio right now, because I like the nvmixer control panel.

use the onboard for your default so your games and what not have the EQ settings you like and use the Chaintech with Foobar2000. The EQ in Foobar is very good. Make sure to EQ down the frequencies you want to hear less of though, don't EQ up or you'll cause clipping/distortion.

Ok, I guess I'll have to make custom presets in foobar, but it would still still be nice to have an EQ built in the Chaintech Drivers. I mean come on, a full fledged PCI soundcard should have better drivers than some cheap onboard sound. What's up with that?
