Any suggestions for programs that do batch normalization for MP3 files? Right now I'm using MP3Gain, but is there anything better out there?

MP3Gain works well, but sometimes there are noticable volume shifts among songs normalized at the same levels. Is this something that cannot be helped no matter what program I use?

There's a DSP plugin for winamp called Rock Steady, it attenuates the wave out.
