Phonak Audeo pfe 232 and VAT

Phonak's site says that the pfe232's $599.00 price includes the EU's VAT. Is the VAT required to be collected even if the product is being bought from and used in the United States?
 
For instance in my small business, if I sold a product to a european country, I wouldn't collect New York sales tax on it. The sale would be considered out-of-state.

I don't think VAT is payable.  I had a watch from Stowa in Germany shipped to Canada, and did not have to pay VAT (Stowa's site actually shows the prices for both EU and non-EU purchases).   Would assume Phonak would be similar.
 
Earphone Solutions has the 232 for $599US as well, plus there's usually a valid coupon code for a discount floating around.

I thought so too. If that's the case, then the IEM's should sell in the US, if at full retail, for $554.63, assuming that 8% VAT is what's current for Switzerland. Meanwhile, Phonak's site doesn't deduct the VAT when buying from their site and an Amazon reseller, Sound Earphones, is selling the IEM's at Phonak's full retail that includes the VAT, which is $599.00.
